The establishment of effective government institutions is a fundamental precondition for the successful transition to independence and sustainable development in East Timor. At the request of the Transitional Administration, UNDP is supporting numerous initiatives aimed at building institutions that are responsive to the new nation’s needs. The Transitional Administration has also nominated UNDP as the lead agency for assisting East Timorese to build their capacity through technical training and skills development, particularly those in the civil service.

 

  • During the post-ballot violence, more than 7000 civil servants fled the territory.
  • Although 75 percent of the civil service was East Timorese, under the Indonesians they were concentrated at the lower levels. For example, no East Timorese could serve as a judge in the territory.
 

This year saw the first East Timorese border control officials begin work after completing training at the UNDP supported Civil Service Academy.

 

Helping to Rebuild the Public Administration - (Fact Sheet) This initiative is an umbrella programme designed to support effective management and building the technical capacity within the newly emerging East Timorese public administration. UNDP is supporting the Transitional Administration in doing this through a number of initiatives.

These include:

·         Providing advisory services to Government upon request (Fact Sheet )

·         Supporting the Civil Service Academy (Fact Sheet)  

·         Enabling the Government to manage natural disasters

·         Assisting the Government to build an accountable and transparent administration

Supporting the Emerging Judiciary Service – (Fact Sheet 01, Fact Sheet 02) Newly appointed legal professionals are given the opportunity to further enhance their skills and knowledge by working on a day-to-day basis with mentors. In addition, some of the destroyed courthouses are to be re-built through this initiative.

Assisting Civil Society to Grow – (Fact Sheet) Since the popular consultation, hundreds of NGOs and Civil Society Organizations have emerged in East Timor. To assist those organizations with clear objectives to achieve their goals, UNDP provided training in strategic management and organizational skills to staff of these groups. Currently a second project to build on this initiative is under formulation.

Promoting Human Rights  Shortly UNDP will begin work on the first National Human Development Report for East Timor. This initial report will be compiled under the theme of Human Rights in the context of an emerging nation. The newly formed Truth and Reconciliation Commission will be assisted by UNDP to help communities resolve conflicts that arose during popular consultation, and also assist returning refugees re-integrate into their communities.

Using Information Technology to Support Good Governance – East Timor will soon go to the polls to elect the new nation’s first government. To assist in the election process, the Transitional Administration has requested UNDP’s assistance to build information technology capacities to assist with the election process.

Getting East Timor On-line – (Fact Sheet) When this project winds up, it is envisaged the general public, Government and the development community will have access to a wealth of information in endless fields including, health, education, trade and commerce via the world-wide web.
