The
evolution on the conceptual
thought of “environment” has
made it a relevant concept
in the sustainable development
framework. This concept recognizes
that rational environment management
will enable sustainable development.
Elements of environment conditions
such as natural resources,
ecosystem services, access
to safe water and sanitation,
pollutants, ecological fragility
and likelihood of natural resources
has repercussion on dimensions
of poverty (livelihoods, health,
and vulnerability) and vice
versa. The majority of rural Timorese
rely heavily on a range on
environmental goods (natural
resources) and functions (ecosystem
service) for their livelihood.
Agriculture and its support
industries employed more than
85% of the workforce and contributed
40% of GDP of the country. Little is known and little
has been done in regard to
the country fragile environment.
After gaining its independence
in 2002, the new government
of the independent Democratic
Republic of Timor-Leste has
now a national vision toward
the country environment. UNDP as one of the UN development
agency has been advocating
the integration of environment
in sustainable development.
Built on its worldwide network
of knowledge and experiences
UNDP Timor-Leste is committed
to work side-by-side with the
Government of Timor-Leste and
its people to develop necessary
mechanism and facilities to
ensure the sustainable use
of its national resources for
national development and the
well-being of Timorese. The Environment and Natural
Resource Management Unit of
UNDP Timor-Leste has developed
a conceptual programme framework
as the base for its support
to the country for the coming
years. The programmes will
concentrate on Environmental
Governance, Rural Energy and
Biodiversity conservation.
Apart from the above main areas
of intervention the unit is
also providing support to the
national disaster management.
