across the country. Timor-Leste
is perhaps the only country
in the world, which consulted
about 5% of its population
in formulating its first NDP.
The Plan incorporates a twenty-year
vision of the people for the
country and a five-year programme.
It forms the basis for all
development policies and programmes
for the country. Many of the
NDP objectives overlap with
the Millennium
Development Goals (MDG's).
Therefore, pursuing the NDP
objectives automatically
enable the country to address
the MDG's.
UNDP in Timor-Leste is working in the following areas,
in partnership with the government, civil society,
local communities, other aid agencies and the international
donor community.

The Programme Package Document
represents an important milestone
in UNDP’s effort to
assist the long and arduous process
of Timor-Leste’s rehabilitation,
reconstruction and
development following the Popular
Referendum in August 1999 that
chose independence.
Over the past three years, UNDP
with donor support has disbursed
over $55 million in
programme and project expenditure.
Its programmes and projects in
reconstruction of
infrastructures, community rehabilitation
and development, capacity building
and
governance support have had wide-ranging
impact on the well being of the
population and
have contributed positively to
the country’s social and
