One of the biggest problems faced by Timor-Leste is the crippling level of poverty which grips the country. Research reveals that more than 40% of the population live below the poverty line, earning less than $1.00 per day.This, combined with a low literacy rate and acute shortages of skilled human resources,makes the problem of reducing and eradicating poverty a massive task.

The Poverty Reduction and Community Development unit aims to support the government by assisting in developing long term policies, which are strategically relevant,sustainable and achievable. These policies are streamlined and are all linked to the National Development Plan and the global Millennium Development Goals. The unit also works with the government to try to establish the infrastructure necessary to meet the demands required of it. Programs designed to offer immediate assistance to the neediest of areas are being carried out.
A recently ratified agreement will bring the total spent on immediate community development to more than $10 million over the next few years. UNDP will remain focused on long term sustainable human development strategies. Working in

close partnership with the government and donors, the unit is developing a large-scale vocational training programme in the areas of both agricultural and urban development with an emphasis on community development and employment generation.
